In Switzerland, natural catastrophe insurance has long been regulated by law. Private insurers are organised in a national pool, enabling a balanced risk distribution and efficient access to the global reinsurance market. This allows for uniform and affordable premiums for all insured parties.
New legal obligation in Italy
In response to the increasing frequency and severity of natural disasters, Italy is now introducing a mandatory insurance requirement for businesses.
As of 1 October 2025 (or 1 January 2026 for smaller companies with annual revenues below EUR 10 million), companies in Italy will be required to insure themselves against the following risks:
- Earthquakes
- Floods
- Landslides
- High water levels
- Overflow of reservoirs
Minimum coverage and deductible defined
The Italian government not only mandates the insurance itself but also defines the minimum coverage scope and the mandatory deductible to be borne by the insured company.
With this measure, the government aims to strengthen the resilience of the economy against natural hazards and improve risk sharing in the insurance sector.
